Draft Library Strategy Survey 2025

Liverpool City Council is developing an ambitious new Library Strategy for our city’s public library service for the next five years.

Our ambition is to transform libraries into hubs of neighbourhood activity where library staff become community connectors in their local neighbourhood and to re-shape what libraries offer based on the needs of their local community. This approach, already in place in Spellow, Norris Green and Allerton Libraries, has led to more community activities, delivered greater impact and has resulted in a trend-bucking increase in use.

We will know if we have succeeded with the Library Strategy if we get more people using our libraries. Currently around 25% of Liverpool residents access the library offer, which is equal to the national average. By 2030, the ambition is for Liverpool Library Service to be in the top 10% nationally for the proportion of residents who access libraries, especially among those who will benefit most.

The Library Strategy is still at a draft stage and now we want to know what local residents and people who visit, work, or study in Liverpool want from our library service. We want to hear from everyone including people who use libraries a lot, a little, or not at all.

Take a look at our draft Library Strategy. You do not need to read all of it to complete this survey but it will help you understand some of the questions we are asking.

What happens to my views?
The results of this survey will be used by Liverpool City Council and its research partners to inform a new library strategy.

This survey does not ask for names or addresses, but it does ask for information from which individuals could potentially be identified (for example postcode, combined with age range). This personal information will be accessed by staff from Liverpool City Council, and their research partners who in this case are Shared Intelligence Ltd.

Data will be kept for 12 months before it is securely destroyed

This survey should take about 15 minutes to complete.

Please note than an asterisk (*) indicates that the question must be answered.  You will need to complete all required questions before you can move onto the next page or submit the survey.
