Flintshire County Council Interim Planning Guidance Note Representation Form


The Flintshire Local Development Plan (LDP) was adopted on the 24th January 2023 and forms the basis for determining planning applications within the County alongside Future Wales: The National Plan 2040. The LDP cannot provide all the detailed advice needed to guide development proposals. Therefore, Interim Planning Guidance can support the LDP by providing more detailed guidance on a range of topics and issues to help the interpretation and implementation of certain policies and proposals.


The Council is in the process of preparing an Interim Planning Guidance Note to provide advice and additional information about specific policies within the LDP. Interim Planning Guidance does not have the same status as policies included in the LDP, but are material planning consideration in the decision making process.

The purpose of the Interim Planning Guidance Note is to: 

  • assist the preparation of planning proposals and guide pre-application discussions,
  • guide officers in handling, and officers and Councilors in deciding, planning applications,
  • assist Inspectors in the determination of appeals,
  • improve the quality of new development, 
  • facilitate a consistent and transparent approach to decision making.

As part of the consultation on the Interim Planning Guidance Note the Council is seeking comments from anyone who has an interest, including members of the public.

Welsh Government advises that all Interim Planning Guidance Notes should contain a Statement of Consultation which should include all the comments received and show how those comments have resulted in changes to the document. Therefore a summary of all the comments will be published on the Councils website as part of the adopted Interim Planning Guidance Note, once the Interim Planning Guidance Note is adopted, however all personal data will be removed from public view.

Your personal data will not be shared with any third parties. Your personal data will be retained until the Council has completed and formally adopted all the Interim Planning Guidance Note after which time it will be deleted.
