1. Summary

West Suffolk Council currently licenses all Hackney Carriage and Private Hire Vehicle businesses within the district. Separate licences are required for vehicles, drivers and operating companies.

The purpose of licensing is to ensure the safety of the public, by checking that the drivers are fit and proper, and that the vehicles they drive are safe, suitable and reliable.

The policies that set out what is required of taxi drivers and operators are set out in a document known as the Taxi Licensing Handbook. 

In line with the creation of a single West Suffolk Council in April 2019, a new licensing handbook was produced that brought together the previous requirements of the two predecessor licensing authorities - Forest Heath District Council and St Edmundsbury Borough Council.

Following consultation, almost all the sections of these predecessor policies were aligned except for some requirements relating to vehicle age, livery, time elapsed following a criminal conviction of a driver and other minor changes. It was agreed that these should be addressed in more depth following the creation of West Suffolk Council.

We are now seeking views and feedback through the survey below on the changes proposed in order to create a comprehensive single West Suffolk policy. The survey covers:
 
•        vehicle age
•        livery
•        time elapsed following a criminal conviction of a driver
•        other minor changes to policy document
