Policy aims

The policy outlines how we propose to manage inhabited vehicles to achieve the following aims.

  1. To balance the needs of all communities. We would do this by addressing the following concerns through multi-agency working:
    • public health
    • welfare
    • safety
    • environmental concerns
  2. To support the health and wellbeing of people living in vehicles. We would take a proactive approach to the provision of advice and support for:
    • health
    • housing
    • welfare
  3. To promote inclusion and reduce stigma by:
    • recognising the diversity of people living in vehicles
    • using respectful language
    • involving their voice in the design of services
  4. To significantly reduce the number of people in living vehicles on highways and council-owned land in Bristol by:
    • offering Meanwhile Site pitches to those who qualify
    • offering welfare advice
    • help finding ways to move into fixed accommodation
  5. To take a clear, proportionate, and evidence-based approach to enforcement.
