Detailed Design Consultation
Liverpool City Council are developing exciting proposals for the Anfield and Everton areas of the city as part of the Anfield Regeneration Programme, which aims to regenerate the areas through housing renewal, improved public spaces and community focused improvements.
The highway and public realm improvements are focused along Walton Breck Road, Oakfield Road, Pulford Street, Back Rockfield Road and Gilman Street.
In June 2024, the Council asked for your views on early proposals for improving Walton Breck Road. These included:
- Reducing the width of the road and widening footways to improve pedestrian walking routes.
- Introducing planting and landscaping to make the area greener and promote biodiversity.
- Improving Pulford Street, including closure to Back Rockfield Road and installation of underground communal waste bins.
- Reducing the speed limit from 30mph to 20mph between Blessington Road and Kemp Avenue.
- Keeping on-street parking where possible.
- Improving pedestrian crossing facilities.
We have listened and, following a review of the comments and feedback we received, the updated proposals now include:
- A new mini roundabout at the junction of Oakfield Road and Walton Breck Road to make the junction easier to navigate and improve safety for all road users.
- A new pedestrian crossing near Towson Street, in response to comments on high pedestrian footfall and the need for safer places to cross.
These improvements are designed to create a healthier, greener, and more inclusive high street, while supporting the long-term goals of the Anfield Spatial Regeneration Framework (SRF). The scheme also aims to coordinate with other regeneration projects in the area and accommodate matchday operations.

What happens to my views?
The results of this survey will be used by Liverpool City Council and its research partners to inform the design of improvements to Walton Breck Road and local area.
This survey does not ask for names or addresses, but it does ask for information from which individuals could potentially be identified (for example postcode, combined with age range).
Information will only be accessed by staff from Liverpool City Council, and their research partners, Shared Intelligence Ltd. Data will be kept for 12 months and then securely destroyed.
