Liverpool Cultural Strategy 2025

 

Liverpool City Council have developed a refreshed cultural strategy for Liverpool, reflecting the city’s ambition to be the UK’s most exciting place to live, work, and study. Over the next ten years, Liverpool aims to continue as an exemplar city for cultural innovation, supporting its vision to create a vibrant and inclusive cultural landscape for all.

We engaged with the consultancy firm Counterculture to undertake the initial phases of consultation and engagement, and to draft the Cultural Strategy.

In this new draft we have retained the three priority areas from our 2021 strategy:

  • Culture strengthening our communities.
  • Culture celebrating our place.
  • Culture supporting our people.

Additionally, a fourth priority has been added:

  • Culture growing our economy.

Together, these four priorities form the foundation of how we will achieve our vision for Liverpool.

Underpinning our vision and priorities are three key principles:

  • Collaboration & resilience.
  • Equality & inclusivity.
  • Environmental sustainability.

We are asking stakeholders to comment on the draft, ahead of publishing a final version later this year.

The insights we gather will guide the development of this refreshed strategy, helping us to shape Liverpool’s future cultural offer. This includes planning future events and celebrating Liverpool’s ongoing status as a world-class cultural destination.

What happens to my views?

All responses will be reviewed by a small, designated team within Liverpool City Council and shared with Counterculture who will review anonymised and compiled data. Your feedback will be used solely to inform the final version of the Cultural Strategy.

 

An anonymised summary of the consultation findings will be published separately, including any resulting amendments to the draft. The final version of the strategy is expected to be published on the Liverpool City Council website in Summer 2025. Comments may be included but no individuals will be identified.

 

All survey data will be stored securely and retained for a maximum of 12 months, after which it will be permanently deleted.
