Road condition data and technology
1. INTRODUCTION
The surface condition of local ‘A’, ‘B’ and ‘C’ roads in England is measured using the long-established SCANNER (Surface Condition Assessment for the National Network of Roads) technology, which was adapted from the TRACS (TRAffic-speed Condition Survey) technology used to measure surface condition of Highways England managed roads. There is no requirement to monitor condition of unclassified roads in a particular way.
There are other technologies that are starting to emerge which can monitor and measure road condition. Earlier this year, it was announced that the Department for Transport would undertake a review of what technology and data is required going forward. This includes consideration of data on the condition of the wider road infrastructure too.
This survey is the first step of that review. It is for Local Highway Authorities to provide information on how they currently monitor the condition of their road surface condition, and their views on what they would like to do going forward.
We are seeking open and honest views so that Government, Local Government, and communities get data that is meaningful to them.
