Welcome to the public consultation on Havant Borough Council's Taxi Licensing Policy.
The purpose of the revised policy is to improve public safety, safeguard vulnerable passengers, and reflect current best practice across the taxi and private hire sector. The revised policy introduces a number of new requirements and clarifications, alongside amendments to existing provisions, to ensure the council’s licensing framework remains robust, proportionate and legally compliant.
In developing the revised policy, we have been mindful of the wider strategic context, including the potential implications of future Local Government Reorganisation. Changes have sought to balance the benefits of policy alignment with the need to ensure that any revised arrangements continue to reflect local priorities, risk profiles and operational requirements.

This survey is seeking views on the proposed changes to the council's current policy on the licensing of hackney carriage and private hire drivers, vehicles and private hire operators, and proposed changes to licence conditions.
