Warrington Borough Council is consulting on a proposed Pavement Café Policy that will set out how applications for pavement café licences are assessed, granted and managed across the borough. The draft policy aims to support local businesses and enhance the vibrancy of our town centres while ensuring that pavements remain safe, accessible and inclusive for all users, including disabled people, older people and families with young children.

We are keen to hear the views of residents, businesses, community organisations and other stakeholders on whether the proposed policy strikes the right balance between supporting outdoor hospitality and protecting public safety, accessibility and amenity.

Your feedback will help inform the final version of the policy before it is considered for adoption by the Council.

You can read the draft Policy via Draft Pavement Cafe Policy (opens in a new window)

The survey should take no longer than 10 minutes to complete and the closing date is 7 September 2026.
