City Development Plan 2 (CDP2) sets out the Council’s strategy for development and regeneration of land alongside the protection of Glasgow’s natural and historic environment. CDP2 is the Local Development Plan for Glasgow.
CDP2 has been published as a Proposed Plan and is subject to a representation period between 21 August and 18 November 2026.
Members of the public, landowners and stakeholders are able to submit a representation, using this form, in support of CDP2 and/or set out/explain the change(s) they think should be made to CDP2.
Representations can also be made on the statutory documents that support the Plan - the Strategic Environmental Assessment Environmental Report and the CDP2 Delivery Programme. Note that representations on these documents will be considered by the Council but won’t be considered at the CDP2 Examination (see below)
After the consultation period has ended, Glasgow City Council can modify the Proposed Plan to take account of representations made. If modifications are made, the Council will prepare a Modifications Report setting out the modifications and the reasons for making them.
Any representations on the Proposed CDP2 that have not been resolved through the modifications report will be considered at the CDP2 Examination.
