Warrington Draft Pharmaceutical Needs Assessment

Public and Stakeholder Consultation Questionnaire

Health and Wellbeing Boards have a statutory duty to update the current Pharmaceutical Needs Assessment (PNA) by 1st April 2018.  The PNA is a statutory document that describes health and wellbeing need and the provision of pharmacy services across Warrington.  It is used by NHS England when they are reviewing any applications for new pharmacy provision or approving any changes to existing contracts.
The Public Health department at Warrington Borough Council have recently developed a draft update of the Pharmaceutical Needs Assessment (PNA) on behalf of Warrington Health and Wellbeing Board (HWB).  The Pharmaceutical Regulations (2013) require that the HWB undertakes a formal consultation on the draft document.  The draft PNA is available on the Warrington Borough Council website.
We would like to invite you to participate in the consultation via this questionnaire to give your comments and feedback.  A paper copy of the questionnaire is available from Carole Boyle cboyle@warrington.gov.uk or 01925 443047.  All responses must be in writing (either via this internet questionnaire or on a paper copy of the questionnaire).
The consultation will run from Friday 10th November 2017 to Tuesday 9th January 2018.

Thank you for taking the time to participate in this consultation.  We very much value your contribution.  We recognise that some of the information you provide may be private and confidential.  Any personal information that you provide to the Council as part of this consultation will be handled and used in compliance with the principles of the Data Protection Act 1998. Regardless of whether you provide this electronically or on paper it will be stored and processed securely, and deleted once it is no longer required.  Warrington Borough Council will not share your personal data.  However, we will share the overall anonymised results of the consultation with partners with whom we work to improve the delivery of local services.  The information you give us in response to this survey will form part of a final report but you will not be personally identified.

To meet statutory requirements the questionnaire will be distributed to a list of stakeholders as directed in the 2013 Regulations.

Summary of requirements of the Pharmaceutical Needs Assessment

The Pharmaceutical Needs Assessment must relate to:
  • The provision of pharmaceutical services by community pharmacies and dispensing appliance contractors;
  • The provision of local pharmaceutical services under an LPS (Local Pharmaceutical Service) scheme;
  • The dispensing of drugs and appliances by a person on a dispensing doctors list, but not other NHS services that may be provided by a dispensing doctor.

The Health and Wellbeing Board must have regard, as far as practicable, to the following:
  • The JSNA (Joint Strategic Needs Assessment);
  • The different needs of members of different groups in its area – age, disability, gender, reassignment of gender, race, religion or belief, or sexual orientation;
  • Demography of the area;
  • Benefits of reasonable choice with regard to pharmaceutical services;
  • Differing needs of different localities;
  • Pharmaceutical services provided in neighbouring Health and Wellbeing Boards which affect need or access to such services;
  • Dispensing services or other NHS services which affect need or access to pharmaceutical services;
  • Likely future needs – changes in population or risk to the health and wellbeing of the population.
