Merseyside Recycling and Waste Authority (MRWA) is reviewing Household Waste Recycling Centre (HWRC) services as part of its wider Future Waste Services Programme.
The current HWRC contract has been in place since 2009 and is due to expire in 2029, providing an opportunity to update and improve services, and consider whether existing policies remain the right fit for the future.
The review is considering a number of challenges and opportunities, including increasing demand for services, population growth, recycling performance and the long term sustainability of HWRC services. As part of this work, MRWA is consulting on four proposed changes to how residents access and use HWRCs:
1. Allow access only to Merseyside residents.
2. Fair use limits for number of visits per year.
3. Introduce booking system for visits to help manage demand and reduce queues.
4. Require recyclable and non-recyclable waste to be separated before it is brought to HWRCs to increase recycling.
No decisions have been made. Feedback received through this consultation will be considered alongside other evidence gathered as part of the review and will help inform any future recommendations.
