The Environment Agency are inviting you to take part in this voluntary survey because you are involved in the monitoring of low risk medium combustion plant and specified generator permitted plant. Your feedback is valued and will help us to improve the uptake of the low risk monitoring method, support sustainable growth and reduce regulatory burden.
Back ground information:
To support the implementation of the Medium Combustion Plant Directive (MCPD), the Environment Agency introduced guidance for monitoring emissions from low-risk Medium Combustion Plants (MCPs) and Specified Generators (SGs). This guidance—previously known as TGN M5—allows service contractors to use portable, MCERTS-certified analyser equipment to demonstrate compliance with emission limit values. It offers a simpler and more cost-effective alternative to the more complex MCERTS (monitoring certification scheme).
The Environment Agency is aware that this low-risk monitoring guidance is not widely adopted. Instead, most operators rely on UKAS (United Kingdom Accreditation Scheme) - test houses offering full MCERTS testing. We would like to understand the barriers preventing wider use of the low-risk monitoring method.
Participation in the survey is voluntary. Responses will remain anonymous unless you volunteer your personal or organisational details. None of the questions are mandatory to complete. Your responses will not be used in relation to assessing compliance against the Environment Agency's monitoring standards.
The survey should take 10-15 minutes to complete
The closing date for this survey is midday on the 29th September 2025
If you have any queries about the survey please contact MCPSG_updates@environment-agency.gov.uk
