Section 349 of the Gambling Act 2005 (the Act) requires that the Licensing Authority prepares and publishes a Statement of Gambling Principles that it proposes to apply in exercising its functions under the Act.
The Statement of Gambling Principles forms the Licensing Authority’s mandate for managing the local gambling provision and sets out how the Licensing Authority views the local risk environment and therefore its expectations in relation to operators with premises in the locality.

A Statement of Gambling Principles must be prepared and published for the next 3 year period. The Statement of Gambling Principles must undergo consultation prior to the final determination by full Council.

The current Statement of Gambling Principles has worked well for the last three years and there are no proposals to amend the current Policy. However, there is a statutory requirement that the document be reviewed and be consulted upon to enable stakeholders an opportunity to comment on the Policy and propose any amendments.

The Council is keen to consult members of the public, members of the trade, and other organisations, before taking a final decision on implementation. The results of this exercise will be presented to the Licensing Committee for consideration on 22nd March 2022

A paper copy of these questions is available on request. All queries should be directed to: licensing@swindon.gov.uk marking your subject as Gambling Act 2005 - Statement of Principles Review.

This consultation will run for 6 weeks from 28th January 2022 until 11th March 2022. All paper and electronic responses must be received by 5pm on 11th March 2022.
