Call for Evidence: Retail Decarbonisation Initiatives in Wales

The Welsh Government has commissioned Alma Economics to conduct research on what decarbonisation initiatives are currently being undertaken by small retailers, or by large retailers that can potentially be implemented by small retailers, in Wales. The outputs from the work will inform and support policy work to promote decarbonisation initiatives that could be feasible among smaller retailers.

Call for Evidence

We are conducting a Call for Evidence (CfE) to gather examples of decarbonisation initiatives currently being undertaken by small retailers, or by large retailers that can potentially be implemented by small retailers, in Wales. For instance, initiatives such as stores accepting unwanted jeans for recycling, installing energy-efficient refrigeration systems, or reducing delivery emissions would all be relevant examples. The CfE is open to all retailers, retail organisations, and trade representatives across Wales.

We are interested in decarbonisation initiatives introduced by retailers both to:

  • Reduce their own carbon footprint – e.g. generating their own renewable energy.
  • Reduce the carbon footprint of their customers – e.g. offering recycle, reuse and repair schemes.

Please share any publications, reports, or internal documents that describe:

  • The aims and target demographic of the initiative
  • How it was delivered (e.g. partnerships, methods, or communication strategies)
  • The duration and funding sources
  • Any challenges, successes, or lessons learned
  • Evidence of return on investment, replication, or scalability
  • Or any other relevant materials that could help illustrate the initiative’s impact

Your evidence will help us:

  • Capture current activities led by small retailers, or by large retailers that can potentially be implemented by small retailers, in Wales.
  • Understand the enablers and barriers for implementing these initiatives.
  • Strengthen the evidence base to support future Welsh Government policy on decarbonisation in retail.

Completion time: Up to 25 minutes

Questionnaire: The questionnaire is divided into three sections: i) background questions about your organisation, ii) questions about the initiative, including space to upload relevant documents, and iii) questions about your interest in participating in a potential follow-up interview.

Initiatives: Please complete Section Two of the questionnaire for each initiative you would like to share. Focus on one initiative at a time. After finishing the section, you’ll have the option to add another. You can submit up to three initiatives in total.

Submission deadline: 16 January 2026, 23:59
