BlueLight Commercial (BLC) have published this Preliminary Market Engagement Notice and Survey, working in collaboration with UK Police Forces and other agencies to gather information in relation to the provision of disposal and associated services for the Nitrous Oxide Gas and Cannisters (all types, all sizes and all states of fullness).
BLC are exploring a national approach to the supply of legally compliant services that meets the evolving needs of police forces and other agencies, following the classification of Nitrous Oxide Gas as a prohibited Class C Drug in November 2023. This Preliminary Market Engagement is to better understand the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities. The aim is to ensure all forces and agencies have access to the most cost effective, reliable, and compliant disposal services for the Nitrous Oxide Gas and / or the confiscated cannisters, full or empty.
For Information only, the proposed Framework will consist of the following Lots.
Lot 1 – A FULL SERVICE (End to End Provision of Facilities and Services for Collection, Transportation, Storage and Disposal of Full, Partially discharged, Nominally empty and Empty Nitrous Oxide Canisters).
Lot 2 – TRANSPORTATION AND STORAGE (Provision of Collection, Transportation and Storage Facilities for Full, Partially discharged, Nominally empty and Empty Nitrous Oxide Canisters).
Lot 3 – TRANSPORTATION AND DE-GASSING (Provision of Collection, Transportation of Full and Partially discharged, Nominally empty Nitrous Oxide Canisters, for de-gassing and disposal of canisters).
Lot 4 – TRANSPORTATION AND DISPOSAL (Provision of Collection, Transportation and Disposal of Empty Nitrous Oxide Canisters to generate revenue for user organisations).
All Lots will be Sub-Lotted to provide a regional service if required.
