Town and Parish Council Charter


In 2019, the Council published its Town and Parish Council Communication Review Panel report. This report was the result of a year-long review into communication between East Riding of Yorkshire Council and town and parish councils. The first recommendation of that report was that a charter be put in place to set a high standard for communication and relationships between East Riding of Yorkshire Council and town and parish councils. At its meetings, the Panel heard on numerous occasions from town and parish councillors, clerks and representative organisations. The prospect of a charter was mentioned on each occasion and the feedback the Panel received from councillors and clerks indicated that the focus of the charter should be on shared responsibility, considerate ways of working and mutual respect. The charter that the Council is consulting (please click here to view the draft charter) on now has been written with that approach in mind. 

Following this consultation, the Council will publish and take into account the feedback received. Finally, the charter will be considered for approval at a meeting of full Council. It will then be up to each town and parish council to consider the charter for approval and adoption.
