Welcome to Phase Two of the Community Governance Review (CGR) for Hayling Island. On Hayling Island CGR was triggered by a valid petition signed by electors from both the Hayling East and Hayling West wards. A prior consultation (Phase One) took place between 5 January 2026 – 23 March 2026, establishing an appetite for a new parish council on Hayling Island. Following a Full Council meeting on 20 May 2026, the decision was made to proceed to Phase Two.
In Phase Two, detailed proposals about what a parish council may look like are suggested. As part of this phase, we are inviting those who live, work or visit Hayling Island to give views on the future of community governance for this area as a parish council.
We recommend reading our Supporting Information Document about the second phase of CGR. You can find this via our website at www.havant.gov.uk/cgr about the second phase of CGR ahead of completing this survey. Please note that this survey is limited to one response per person.
