This survey asks for your views on the regulations that dog walkers have to adhere to in the borough. It will help us understand how existing controls are working, whether they remain appropriate, and how park users feel about the management of dogs in our public spaces.

These regulations form Public Spaces Protection Orders (PSPOs) for each park or open space. Where a person responsible for a dog does not follow the requirements of the PSPOs, the council may issue them with a fixed penalty notice of £80 or, ultimately, they may be prosecuted with a maximum £1,000 penalty on conviction.

The current PSPOs have been in place for six years and must now be reviewed before the council decides whether to renew them. We are also considering introducing dog control measures in additional locations where they may be needed.

This survey is structured into four parts:

1.    Renewal of the Borough wide PSPOs.
2.    Renewal of PSPOs in specific parks or open spaces.
3.    Introducing new PSPOs in specific parks or open spaces.
4.    About you. 

This survey will take 10-20 minutes to complete. This consultation closes on Sunday 27th September 2026 at 11:59 pm.
