Norfolk Police and Crime Commissioner (PCC) Colin Sutton is seeking your views on his proposed Police and Crime Plan 2026-2028 and the 2027/28 policing budget and council tax precept.
The PCC is asking whether his proposed priorities of rebuilding trust in neighbourhood policing, preventing violence, abuse and exploitation, and supporting safer rural communities reflect the issues that matter most to people in Norfolk. He is also seeking views on whether there are any important priorities that may have been overlooked.
As part of this consultation, residents are also invited to share their views on whether they would be prepared to contribute more through the policing element of council tax to help Norfolk Constabulary maintain frontline services, respond to increasing demand and invest in future policing needs.

Message from PCC Colin Sutton
I am honoured to have been elected as your Police and Crime Commissioner. With 18 months remaining in office, I am determined to focus on the issues that matter most to Norfolk's communities and to deliver meaningful outcomes.
The priorities set out in this draft plan have been informed by extensive engagement with residents, victims of crime, businesses, community groups, partners and Norfolk Constabulary. This feedback has helped identify the key challenges facing our county and where I believe I can make the greatest difference.
While I have proposed a clear direction for the next 18 months, your feedback remains vital. I want to know whether these priorities reflect the needs and expectations of Norfolk's communities and whether there are any significant gaps that should be addressed before the final plan is published.
Joint Police and Crime Plan and Precept Consultation
To make participation easier and more effective, the Police and Crime Plan and council tax precept consultations have been combined. This approach reduces duplication, reaches more people and allows participants to consider policing priorities and funding requirements together.
