NFCC is undertaking consultation on a refreshed version of its Leadership Framework. The NFCC Leadership Framework sets out the leadership behaviours expected in UK fire and rescue services, linking to the Core Code of Ethics.
The NFCC Leadership Framework has been developed to provide clear and consistent expectations of what is required of leaders in UK fire and rescue services. First published in 2017, this refreshed version, to be published in 2026, has been updated to reflect the changes in priorities and across the sector since then. Directly linking to the NFCC Core Code of Ethics, it defines the core behaviours leaders need to practise to develop and sustain an inclusive culture, focussed on continuous improvement and outcomes for communities. It describes not what tasks leaders do, but how they do them, ensuring they meet service objectives by focussing on their people, nurturing, supporting and developing them.
