Consultation for a Fourth Term:
Plymouth Waterfront BID4 April 2027 – March 2032


Plymouth Waterfront Partnership, through the Waterfront BID, is continuing to work hard to deliver projects and services which I hope you feel support your business and our Waterfront. Since 2022, you have helped to contribute almost £1.8m to deliver city marketing, enhanced cleansing, major events, safer evening and night-time trading, and so much more. Alongside the levy, we have successfully levered in additional funding, ensuring the Waterfront receives continuous investment.

With your support, we have successfully delivered a range of projects and services to raise the profile of Plymouth’s Waterfront, improve the public realm, drive footfall through exciting events and marketing and be the voice for businesses in lobbying for the best deal from our statutory partners. Our role will always be to represent the best interest of our businesses. 

Plymouth Waterfront BID3 comes to an end on 31st March 2027; however, it can be renewed for a further term. If we go forward, Waterfront BID4 would operate from April 2027 to March 2032 and requires a new plan and your ‘YES’ vote in a ballot, where every levy paying business has a vote. Our Board is proposing to create a Waterfront BID4 plan and hold a ballot in the autumn, so to help us we want to hear from you as one of our levy paying businesses.

Your feedback and ideas will inform the Waterfront BID4 plan which will be published in late summer ahead of the ballot in September/October 2026, where you will have the chance to vote ‘YES’ or ‘NO’ to the continuation of the BID. For the BID to proceed to a fourth term, there must be a majority voting in favour by number and by rateable value of premises. 

Without the Waterfront BID, all work ends on 31st March 2027 and all the projects and services that the BID delivers will cease.
