What is this consultation about? 

Reigate & Banstead Borough Council is reviewing parish and town councils through a community governance review (CGR). This is your opportunity to help shape the most local level of government in your area.

Currently, there are two parish councils: Horley Town Council and Salfords & Sidlow Parish Council. Following initial feedback over the summer, we’re now consulting on proposals that could see every household in the borough included in a parish or town council.

About parish and town councils 

Parish (or town) councils are elected bodies representing local communities. Councillors serve four-year terms and are usually unpaid. These councils:

  • provide a community voice on ‘grassroots’ issues, for example on planning matters
  • manage local services – such as allotments, parks and play areas, community centres or cemeteries – but it is up to each parish council to make its own decisions for their area
  • work to improve quality of life in their area
  • represent local communities in democratic decisions 

Parish councils are funded by a local charge called a ‘precept’, added to your Council Tax. For example, the annual precept for a Band D property is £55.21 in Horley and £33.06 in Salfords and Sidlow.

How your responses will be used 

Your feedback will help shape final proposals, which will be published and considered by Full Council on 26 March 2026. Responses will be published on the Council’s website, but any personal information will not be shared.
