Second Consultation on Waterfoot Conservation Area Designation

Thank you for taking the time to visit this survey on the designation of Waterfoot town centre as a Conservation Area. This designation aims to help maintain and re-establish Waterfoot's special historic and architectural interest.

Rossendale Borough Council undertook a first public consultation on the boundary of the proposed conservation area in October 2025. Following comments received, changes to the boundary are proposed to extend it to include 22 additional properties such as Gaghills Mill, Gaghills House, Gaghills Cottage, the Rossendale Players Theatre as well as other properties along Burnley Road East.

The proposed changes to the boundary can be viewed on the map below. More information about the Waterfoot Conservation Appraisal and Management Plan can be viewed here: https://www.rossendale.gov.uk/conservationarea.

We are inviting your comments on the proposed changes to the boundary. The survey is open for 4 weeks until 12 noon on Monday 30th March 2026.
