The purpose of this consultation is to obtain the comments and opinions of residents and stakeholders on the Council Tax Reduction Scheme being developed for the new Somerset Council. The consultation is run by Somerset County Council on behalf of the new Council and the existing district councils.The Council and the reduction scheme will come into effect from 1st April 2023.

The Council has sought to create a scheme that is clear and fair to residents and simple to administer. We welcome comments on how the prosed scheme could be changed and improved to support these aims. 

As with all of billing authorities, the Council needs to adopt a Council Tax Reduction scheme for working age applicants. However, unlike most authorities, the formation of the new Council from the existing four districts means  a single scheme needs to be agreed which will be implemented across the whole of the Somerset Council area.

The scheme for pension age applicants is set by Government and will continue to operate in the same way as it does currently.

When Council Tax Reduction was introduced for working age applicants in 2013, the four Somerset  Districts Councils broadly adopted the previous means tested Council Tax Benefit scheme as the basis of awarding support. Since that time however, each district has made changes to the working age provision to a greater or lesser extent and two districts (Somerset West and Taunton Council and South Somerset District Council) have fundamentally changed their working age schemes by introducing a modern simplified ‘Income banded’ scheme.
