Household Recycling Centres (HRCs) are an integral part of the Council’s waste infrastructure to support local residents in waste management and increase recycling rates across the Council area. Lisburn & Castlereagh City Council has three HRCs located at The Cutts, Carryduff, and Drumlough.
It is acknowledged that the Carryduff site requires investment as it is limited in its scope to manage increased customer footfall, volumes of waste and increasing levels of waste separation as directed by legislation.
Lisburn & Castlereagh City Council is progressing with plans for the redevelopment of Carryduff Household Recycling Centre, which also includes one of the Council’s Operations Depots, at 8 Comber Road, Carryduff, BT8 8AN.
An Integrated Consultancy Team has been appointed to carry out the initial design work and prepare a planning application for the scheme. A Proposal of Application Notice (PAN) was submitted to the Council on 5th November 2025 in respect of the proposal. We are now keen to hear the views of the local community on the proposal.

Proposed site works
As part of the redevelopment of the site the following works are proposed:
- improved site layout to support queuing of traffic internally, rather than the Comber Road
- of traffic for HRC and operational depot
- a ‘split level’ design to facilitate the segregation of the public from operational work areas, improve container swapping times, and enhanced health and safety considerations
- double storey staff welfare and office accommodation
- staff parking on periphery of site and at front entrance to maximise internal layout
- provision of a weighbridge
- proposed covered shelter for refuge collection vehicles to reduce weather damage
- canopy over recycling skips to shelter members of the public
- storage facility for new household waste bins
- improvements to the ‘green waste’ storage area to facilitate its use without affecting the operation of the remaining site
- amendments to the site entrance to improve visibility splays and better turning paths for vehicles
- additional space for collection of new waste streams in the future
- sustainability initiatives i.e. rainwater harvesting and EV charging
- increased capacity for skips and repositories for smaller waste streams and recycling e.g. batteries
- relocation of fuelling point and wash bay
- improvements to boundary fencing, CCTV and lighting
- improved site drainage and new interceptor
- site design and drainage will reduce the risk of pollution into Carryduff River.
