We are seeking views from residents and businesses on community empowerment and community governance options for Eastbourne.

Stage one of the survey will close at midnight on Monday 8 December 2025.

Current position

Eastbourne Borough Council consists of the following borough wards and number of councillors per ward, with electorate as of 1 May 2025:

At present, Eastbourne is unparished and there are no existing parish or town councils. As part of the government's devolution and local government reorganisation proposals, Eastbourne Borough Council will likely be abolished and replaced by a wider unitary authority within the next few years, which would then be the only tier of local government representing the electors of Eastbourne. 

This could be interpreted as a gap in representation between any new unitary authority and local communities. This consultation is to gather public views about whether and how communities wish to be represented by local parish councils or an alternative (non-parish) form of community governance.
