Review of Community Council Scheme of Establishment, Phase One Consultation

1. Introduction

Shetland Islands Council is currently reviewing its Community Council Scheme of Establishment.   Phase one of the process involves public consultation on the plan of Community Council areas and composition.  A plan of the areas for each option and a summary of the current composition of Community Councils can be viewed on the Council's website at www.shetland.gov.uk/ccschemereview.    

The following survey has been designed to invite feedback on the proposals, and to help with the process of identifying the most appropriate Community Council areas for the new Scheme of Establishment.  The survey will close at 5PM on Friday 12 January 2024.

All responses will be considered as part of the consultation and may be included in full, or as a summary, in a report to the Shetland Islands Council.  Please take care not to include any personal information in your response.  Any information which is considered to be personal, or may identify an individual, will be removed from responses to ensure the Council's compliance with the requirements of the Data Protection Act 2018.   

Please note, it is not necessary to comment on every option below, but we very much value any feedback, positive or negative you are willing to provide.
 
 

1. Option 1 – no change (18 Community Councils). Please tell us what you think about this option, including whether you like or dislike it.

 

2. Option 2 – create a single new Community Council for Fair Isle, Fetlar, Foula, Papa Stour and Skerries. No change to remaining 16 Community Councils, other than adjustments made to boundaries of Dunrossness and Sandness & Walls Community Councils (17 Community Councils). Please tell us what you think about this option, including whether you like or dislike it.

 

3. Option 3 - create a single new Community Council for Fair Isle, Fetlar, Foula, Papa Stour and Skerries; create five new Community Councils matching the Shetland mainland multi-member wards; retain Community Councils in Bressay, Whalsay, Unst and Yell (10 Community Councils). Please tell us what think about this option, including whether you like or dislike it.

 

4. Option 4 – create new Community Councils that match multi-member wards (7 Community Councils). Please tell us what you think about this option, including whether you like or dislike it.

 

5. Option 5 – create new Fair Isle and Foula Community Councils, no change to existing 18 Community Councils, other than adjustments made to boundaries of Dunrossness and Sandness & Walls Community Councils (20 Community Councils). Please tell us what you think about this option, including whether you like or dislike it.

 

6. Please rank the options from most favoured to least favoured, by scoring the options from 1-5 (1 = MOST favoured option; 5 = LEAST favoured option). You are required to allocate a ranking score to all 5 options. Please note the options will adjust automatically when you choose a ranking.
