The death of a firefighter in the line of operational duty is among the most tragic and complex situations a fire and rescue service can face. The first 48 hours are critical in establishing the foundation for all subsequent investigations, inquests, legal proceedings, and memorial arrangements. This draft guidance has been developed to outline the essential actions, protocols, and responsibilities for lead officers coordinating the immediate response after a firefighter's death during this period, ensuring a structured, compassionate, and legally compliant response. Central to this guidance is the welfare of fire and rescue service personnel and the bereaved family, recognising that support, care, and clear communication are as vital as the operational actions taken.


The guidance is designed as a concise set of role-specific action cards, collating statutory requirements, positive practice, and clearly defined responsibilities. It is not intended to replace existing local policies or procedures, but to provide a structured framework that services can adapt to their own needs, resources, and governance. By setting out a clear and consistent approach, the guidance aims to support services to act swiftly, confidently, and with compassion in the most challenging of circumstances.
