Havant Borough Council currently has a Public Spaces Protection Order (PSPO) relating to dogs in the borough. The current Order came into force on 1 May 2024 and is due to expire on 30 April 2027 unless it is extended before that date.

The PSPO includes a number of controls relating to dogs in public places, including:

  • a requirement for a person in charge of a dog to remove dog faeces;
  • requirements for dogs to be kept on leads in specified areas;
  • a requirement to put and keep a dog on a lead when directed to do so by an authorised officer in circumstances covered by the Order; and
  • the exclusion of dogs from specified areas, including certain play areas, tennis courts and part of Hayling Beach during specified periods.

Full information about the existing PSPO, including the restrictions and the areas to which they apply, can be found on the Havant Borough Council PSPO webpage at www.havant.gov.uk/pspo.

A breach of a Public Spaces Protection Order may result in a Fixed Penalty Notice being issued. The amount payable will be in accordance with the Council’s published Fees and Charges applicable at the relevant time.

The current PSPO is due to expire on 30 April 2027. The Council is therefore reviewing the Order to consider whether the existing controls remain necessary and whether they should be continued or changed. No decision has yet been made and the Council would like to hear the views and experiences of residents, visitors and other people affected by the Order before deciding what action to take.

Dogs are an important and enjoyable part of everyday life for many residents and visitors. At the same time, the Council needs to consider the impact that dog-related behaviour can have on people using public spaces. This consultation is intended to help the Council understand people’s experiences and views and to inform its assessment of whether the existing controls remain appropriate.

The public consultation will run from Wednesday 28 October to Wednesday 9 December 2026.

Please note that a registered blind person, or a person with a disability affecting their mobility, manual dexterity, physical co-ordination or ability to lift, carry or move everyday objects and who relies upon a dog trained by a prescribed charity for assistance is exempt from this Order. Full details of the exemptions are contained in the current PSPO and are available through the link above.
