Havant Borough Council is conducting a Community Governance Review for Emsworth, covering the existing Emsworth ward. This was triggered by the Emsworth Neighbourhood Forum and supported by a petition signed by Emsworth residents.

As part of this, we are inviting those who live, work or visit Emsworth to give your views on the future of community governance for this area - whether by forming a parish council, establishing an alternative arrangement or make no change at all.

A Community Governance Review is a legal process that gives residents and organisations an opportunity to share their views - this survey is the main way to provide your feedback and is open until midnight on Monday 23 March 2026.
