People First Zone (PFZ)
An area of high-quality public realm in the city centre which gives priority to people over vehicles
New street space improvements in the city centre are planned as part of Glasgow’s People First Zone (PFZ). This project will reshape key streets into high quality public spaces that put people first - making the city centre safer, more accessible, and more welcoming for everyone. The first phase of the PFZ project will begin in the early part of 2026 and will focus on Queen Street and Ingram Street, reshaping these key streets into high quality public spaces that put people first - making the city centre safer, more accessible, and more welcoming for everyone.
Key Goals of Glasgow’s People First Zone
• Make streets safer and more inclusive for everyone
• Improve pedestrian routes and crossings
• Remove non essential through traffic
• Reduce the need for general vehicle access
• Increase the number of street trees in the city centre
• Maintain disabled parking bays
• Maintain business loading facilities
The first phase of the PFZ project will begin in the early part of 2026 and will focus on Queen Street and Ingram Street, reshaping these key streets into high quality public spaces that put people first - making the city centre safer, more accessible, and more welcoming for everyone. These will be temporary measures, introduced using a legal measure known as an Experimental Traffic Regulation Order (ETRO) and will be in place for up to 18 months. Throughout this period, the council will collect data and feedback, which will help inform decisions on the long-term design of these streets.
