Havant Borough Council currently has a Public Spaces Protection Order (PSPO) relating to the feeding of pigeons within a specified area of Waterlooville Precinct. The current Order came into force on 1 May 2024 and is due to expire in April 2027 unless it is extended before then.

The PSPO prohibits a person, without reasonable excuse, from depositing feed which is edible to pigeons within the area covered by the Order. The restricted area is shown on the map below.

A breach of a Public Spaces Protection Order may result in a Fixed Penalty Notice being issued. The amount payable will be in accordance with the Council’s published Fees and Charges applicable at the relevant time.

Full information about the existing PSPO and the area covered by it can be found on the Council’s PSPO webpage at www.havant.gov.uk/pspo.

The Council is reviewing the Order to consider whether the existing restriction remains necessary and whether it should be continued or changed. No decision has yet been made.

As part of that review, we would like to hear from residents, businesses, workers and visitors about their experience of pigeons and pigeon feeding in Waterlooville Precinct, including whether this affects their use or enjoyment of the area.

The public consultation will run from Wednesday 28 October to Wednesday 9 December 2026.
