This consultation is to gather views on the principles and guidance in a proposed Guidance Technical Note:

Guidance on risk, highest risk occupancies and prioritising fire safety interventions.

The guidance was developed by the NFCC Protection Reform Unit (PRU) supported by UK FRS Protection representatives. It subsumes and is intended to replace the 'NFCC Preliminary Guidance Technical Note - Higher Risk Occupancies' published in October 2021.  

Although the primary stakeholders in FRS are likely to be the Head of Protection the guidance also has content that is applicable and of interest to Corporate Board members, CRMP managers, Prevention and Operational staff functional managers. Please ensure all relevant stakeholders are consulted to gain a balanced view. 


This guidance is interdependent with the Community Risk Programme projects and references these where appropriate.

The consultation will be open until the end of the day Thursday 31 August 2023.
