Proposal to update Guildford's Public Spaces Protection (Dog Control) Order

1. Introduction

We're currently consulting on our proposed Dog Control Public Spaces Protection Order (PSPO). PSPOs help us tackle anti-social behaviour locally, so that public spaces can be enjoyed by everyone.

What are the proposals being put forward by Guildford Borough Council?
We are seeking views on restrictions that require anyone in control of a dog in Guildford Borough to:

  • remove dog faeces immediately after a dog has fouled on land within the proposed restricted areas
  • carry suitable means to remove dog faeces
  • keep dogs out of designated Dog Exclusion Areas
  • keep dogs on a lead in designated Dogs on Leads Areas
  • comply with a reasonable request from an authorised officer to place and keep a dog on a lead

We are also considering making it an offence to walk, exercise or be in charge of more than four dogs at any one time unless the individual is a licensed holder that can walk up to six dogs.

When will the survey close?
This survey will close at 11:59pm on Tuesday 1 December 2027.

What happens next?
The views we collect will help us decide the future of the new PSPO. The results of the consultation, and the decisions taken on the PSPO, will be published on our website. We expect a decision to be made by the Executive in January 2027.
