IFRS 20 Regulatory Assets and Regulatory Liabilities: Preparer Questionnaire

Introduction

Dear respondent,

This questionnaire asks preparers of financial statements who apply UK-adopted International Accounting Standards for their views on the recently issued Standard IFRS 20 Regulatory Assets and Regulatory Liabilities (the Standard).

IFRS 20 was published by the International Accounting Standards Board (IASB) in May 2026. IFRS 20 establishes requirements for the recognition, measurement, presentation and disclosure of regulatory assets, regulatory liabilities, regulatory income and regulatory expense. Its objective is to provide information that better reflects the economic effects of rate regulation.

More information on IFRS 20 can be found throughout this questionnaire, which includes written summaries and webcast materials explaining some of the Standard's requirements.

Objective
The questionnaire seeks preparers’ views regarding:

  1. Whether specific requirements in the Standard would result in information that meets the technical accounting criteria of relevance, reliability, comparability and understandability.
  2. Any likely costs and benefits derived from the application of the requirements in IFRS 20.

The information collected from this questionnaire is intended to help the UK Endorsement Board (UKEB*) assess the impact of IFRS 20 on UK preparers of financial statements. IFRS 20 will apply to annual reporting periods beginning on or after 1 January 2029 (subject to adoption in the UK).

Your responses will make a valuable contribution to the UKEB’s understanding of preparers’ views on the implementation of IFRS 20 and will be used as input to the UKEB's decision on whether to adopt the Standard for use in the UK.

Who should respond to this survey?
Entities that prepare financial statements using IFRS Accounting Standards and are listed and/or incorporated in the UK. Some familiarity with IFRS 20 may help but is not required as the questionnaire contains explanatory text and provides links to educational materials.

How long will it take?
How long the questionnaire will take to complete will depend on familiarity with the Standard. Respondents with prior knowledge may skip the educational materials and complete the questionnaire in approximately 30-45 minutes. However, if educational materials are needed to contextualise, the questionnaire will take more time to complete.

The deadline for completion of the questionnaire is 11 December 2026.
