IFRS 20 Regulatory Assets and Regulatory Liabilities: User Questionnaire

Introduction

Dear Respondent,

This questionnaire asks for the views of users of financial statements on the recently published Standard IFRS 20 Regulatory Assets and Regulatory Liabilities (the Standard).

IFRS 20 was published by the International Accounting Standards Board (IASB) in May 2026 and sets out the accounting requirements for regulatory assets, regulatory liabilities, regulatory income and regulatory expense by companies subject to economic rate regulation, for example utilities. Its objective is to provide information that better reflects the economic effects of rate regulation.

The information collected from this questionnaire is intended to help the UK Endorsement Board (UKEB*) assess the impact of IFRS 20 on UK users of financial statements. IFRS 20 will apply to annual reporting periods beginning on or after 1 January 2029 (subject to adoption in the UK), with early application permitted.

More information on IFRS 20, including on how to access the final Standard, and supporting material can be found here.

The questionnaire seeks users' views regarding:

  1. how the changes in financial reporting would affect users' ability to make economic decisions; and
  2. any likely costs and benefits derived from the application of the requirements in IFRS 20, as well as wider economic effects.

Your responses will make a valuable contribution to the UKEB’s understanding of users’ views on the implementation of IFRS 20 and will be used as input to the UKEB's decision on whether to adopt the Standard for use in the UK.

Who should respond to this questionnaire?

We are seeking the views of asset managers, buy and sell-side analysts, lenders, credit-rating agencies and other users of financial statements who are incorporated in the UK and/or invest in/lend to/analyse UK companies subject to economic rate regulation and likely to be in scope of IFRS 20.

Some familiarity with IFRS 20 may help but is not required as the questionnaire contains explanatory text and provides links to education materials.

If you are not the best placed person in the organisation to respond or do not possess all the information you need, please circulate the questionnaire among relevant colleagues (this is why we have also attached the Word version). Please don’t hesitate to contact us if you need support in completing the questionnaire.

How long will it take?

How long the questionnaire will take to complete will depend on familiarity with the Standard. Respondents with prior knowledge may skip the educational materials and complete the questionnaire in approximately 20-30 minutes. However, if educational materials are needed to contextualise, the questionnaire may take approximately 40 minutes to complete.

The deadline for completion of the questionnaire is 11 December 2026.
