Wildfire Competence Framework consultation

Introduction

As part of our ongoing commitment to support fire and rescue services to develop, maintain and assure competence across the sector, NFCC has developed an Interim Wildfire Competence Framework. We are now seeking feedback on the proposed framework through consultation.

Managing wildfire risk requires coordinated capability across prevention, preparedness, response and recovery. While Operational Guidance and associated training specifications establish how wildfire incidents should be understood and managed, there is currently a need for a consistent framework that translates this guidance into clear competence requirements.

The proposed framework establishes a nationally consistent, risk based approach to wildfire competence across UK fire and rescue services. It is aligned with the NFCC Sector-Wide Model of Competence and sets out the knowledge, skills, behaviours and experience required across seven progressive levels of competence. These levels reflect increasing risk, complexity, autonomy and responsibility.

The framework has been designed to be proportionate and flexible. It enables each fire and rescue service to determine the wildfire capability it requires based on its local risk, operating environment and Community Risk Management Plan. It also supports training and development, assessment, validation, organisational assurance, interoperability and continuous improvement.

Prior to finalising and publishing the framework, we would like to gather your feedback to ensure that it is clear, proportionate, operationally relevant and workable across the sector.

If you would like to prepare your response, you can review the questions in advance. There is also a save and continue function that can be used throughout the consultation so that you can return to your response later and pick up where you left off.

This survey will close end of the day Friday 4 December 2026. If you have any questions, please contact Pete Leckie.

Thank you for taking the time to respond to this consultation.
