INTRODUCTION TO THE DELPHI SURVEY

You are invited to take part in a Delphi study conducted within the Laurel Project, a European research initiative focused on strengthening integrated long-term care (I-LTC) systems across Europe. This survey is the final stage of a multi-phase research process aimed at developing practical, evidence-informed policy actions. 

The policy actions presented in this questionnaire are based on recommendations developed during earlier phases of the project. These recommendations were informed by surveys, focus groups, and interviews conducted with stakeholders across several European countries. They were subsequently translated into concrete actions, which were reviewed and refined by the research team to ensure clarity, consistency, and relevance. 

In the Laurel Project, a policy recommendation describes what should be achieved, while a policy action sets out a more specific and practical approach to achieving that goal. 

The purpose of this survey is to gather expert views and build consensus on the combined dimensions of relevance, feasibility, and priority for each proposed policy action. Your responses will help identify the actions considered most appropriate for strengthening integrated long-term care, while also highlighting areas that may require further refinement. 

The policy actions are organised according to the six domains of the European Framework for Long-Term Integrated Care Services (FLINT), which was developed during an earlier phase of the project (reference to be added):

1. People in need of care, informal carers, and communities
2. Paid care workforce and service delivery
3. Organisation of care
4. ICT and digital systems
5. Finance
6. Governance 

Your contribution will support the validation and prioritisation of policy actions and help inform the future development of integrated long-term care at both national and European levels.
