Preston Parish Council - Castlefield Development - Section 106 Funding

 

1. Section 106 funding, sometimes called unilateral undertakings, is money which developers pay to mitigate the effect of development, including housing, on the local community. The Parish Council can apply to NHDC for projects for the village which meet the strict National criteria and which are related to the proposed Castlefield development. These criteria are:

• Necessary to make the development acceptable in planning terms
• Directly related to the development
• Fairly and reasonably related in scale and kind to the development.

Applications must be for something new. The funding cannot be used for repair and maintenance for anything which is already in place. Projects applied for must be linked to this particular development and to strategies within both the NHDC emerging Local Plan and the Preston Parish Neighbourhood Plan.

Possible projects are:
• Four metal kissing gates to be installed in Wain Wood, similar to the one which leads into the wood from the Recreation Ground, to deter cyclists and motor cyclists.
• New play equipment in Church Meadow
• Replacement of the activity trail in Church Meadow for equipment suitable for a wider age range rather than limited to those under 6 years of age
• New play equipment in the Recreation Ground
• Outdoor adult gym equipment in either Church Meadow or the Recreation Ground

The Parish Council would be grateful if Preston residents could complete and return the short questionnaire on the back of this flier to let it know which of these projects they would like in the village and to add any other suggestions for consideration by the Parish Council.

The decisions on which projects are accepted are made by NHDC in discussion with the developer. The Parish Council is not involved in the decision making process.
